REQUEST FOR PROPOSAL – PR16001040: FOOD INFLUENCER ENGAGEMENT SERVICES

DUE: JULY 15, 2026

The U. S. EMBASSY IN ABUJA is seeking proposals from qualified contractors to provide Food Influencer Engagement services. This project supports Mission Nigeria’s Freedom 250 Campaign: “Flavors of Freedom – GenNext250 Challenge” (Thanksgiving Theme). The initiative pairs a top Nigerian food influencer with an American chef living in Nigeria. The contractor must provide all personnel, equipment, supplies, transportation, and supervision required for talent management, chef coordination, content production, and creative development. Kindly submit the quotation based on the attached Statement of Works (SOW).

Payment Terms: Net 30.

Evaluation Criteria:

Award will be made to the responsible offeror whose proposal offers the best value to the government, considering both price and non-price factors such as technical strategy, including creative approach and audience engagement, personnel management, professional experience managing food influencing engagement, covering influencer selection and chef coordination, operational capability, past performance on similar project, a detailed budget breakdown and a portfolio demonstrating high-quality Food Inflnt production.

The Government reserves the right to award without discussions. Quoters are encouraged to submit their best terms with their initial quotation.

Proposal Requirements:

To ensure your proposal is valid, please note the following:

  1. Email all responses to this solicitation to AbujaProcurement@state.gov  including the solicitation number (PR16001040) in the subject line.
  2. Contractors must provide proof of active registration in Sam.gov ( Home | SAM.gov ), a Unique Entity ID (UEI) code, and evidence of compliance with the NDAA-DEI Certification (Required under E0 14173, January 2025). Must be submitted along with the proposal.
  3. Contractors must complete and return a signed certification of compliance with applicable U.S. Federal Anti-Discrimination Laws. (Form attached).

Submission Deadline:

  • The deadline for submission offer is July 15, 2026.
